Reports on the implementation of the Operational Programme EMFF 2014–2020

Exchange of information between the European Commission and the Ministry of Agriculture, Forestry and Food acting as the Managing Authority for the OP EMFF 2014–2020 relating to the implementation of the OP EMFF 2014–2020 will take place at annual review meetings, starting in 2016 and concluding in 2022.

The Managing Authority will provide the European Commission, by 31 March, with cumulative data on the operations selected for financing by the end of the previous calendar year, including the key characteristics of the beneficiary and the project itself. By 31 January and 31 July, the Managing Authority will send in electronic form to the European Commission a forecast for the amount for which the application for payment is to be submitted for the current and the following financial years.

By 31 May 2016 and 31 May of each following year up to and including 2023, the Managing Authority shall submit to the Commission annual reports on the implementation of the operational programme in the previous calendar year. The report submitted in 2016 shall cover the calendar years 2014 and 2015.

Annual implementation reports set out key information on implementation of the programme and its priorities by reference to the financial data, common and programme-specific indicators and quantified target values, including changes in the value of result indicators where appropriate, and, beginning from the annual implementation report to be submitted in 2017, the milestones defined in the performance framework. The data transmitted relate to values for indicators for fully implemented operations and also, where possible, having regard to the stage of implementation, for selected operations. They also set out a synthesis of the findings of all evaluations of the programme that have become available during the previous financial year, any issues which affect the performance of the programme, and the measures taken. The annual implementation report to be submitted in 2016 may also set out, where relevant, actions taken to fulfil ex-ante conditionalities.

In addition to the above provisions, annual implementation reports include: information on financial commitments and expenditure by individual measures; a summary of the activities undertaken in relation to the evaluation plan; information on the actions taken in cases of serious infringements as referred to in Article 10(1) of Regulation (EU) No 508/2014, and of non-respect of the conditions laid down in Article 10(2) of Regulation (EU) No 508/2014, as well as on remedy actions; information on actions taken to comply with Article 41(10) of Regulation (EU) No 508/2014; and information on the actions taken to ensure the publication of beneficiaries in accordance with Annex V to Regulation (EU) No 508/2014, whereby national law is taken into account for natural persons, including any applicable threshold.

The annual implementation report to be submitted in 2017sets out the progress made towards achieving the objectives of the programme, including the contribution of the Fund to changes in the value of result indicators, when evidence is available from relevant evaluations. That annual implementation report sets out the actions taken to fulfil the ex-ante conditionalities not fulfilled at the time of adoption of the programmes. It also assesses the implementation of actions to take into account the horizontal principles, the role of the partners in the implementation of the programme, and reports on support used for objectives relating to climate changes.

The annual implementation report to be submitted in 2019 and the final report include, in addition to the already listed information, also the information on progress, and assess progress towards achieving the objectives of the programme and its contribution to achieving the Union strategy for smart, sustainable and inclusive growth.

By 30 June in the years 2017 and 2019, the Member State submits to the European Commission a progress report on implementation of the Partnership Agreement, reached by 31 December 2016 and 31 December 2018 respectively. The European Commission shall prepare, by the end of 2017 and 2019, a summary of Member States' strategic reports, and submits it to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions. The summaries are also included in the Commission’s annual progress report in 2018 and 2020.
