The Monitoring Committee

The Monitoring Committee for the Operational Programme for support from the European Maritime and Fisheries Fund in the Republic of Slovenia for 2014–2020

In accordance with Article 47 of Regulation (EU) No 1303/2013, the Monitoring Committee for monitoring implementation of the OP EMFF 2014-2020 shall be set up by a decision of the Government of the Republic of Slovenia. The Monitoring Committee draws up and adopts its rules of procedure in accordance with the institutional, legal and financial framework of the Member State concerned.

The tasks of the Monitoring Committee are specified in Article 49 of Regulation (EU) No 1303/2013 and Article 113 of Regulation (EU) No 508/2014:

  • the monitoring committee meets at least once a year and reviews implementation of the programme and progress made towards achieving its objectives. In doing so, it shall have regard to the financial data, common and programme-specific indicators, including changes in the value of result indicators and progress towards quantified target values, and the milestones defined in the performance framework, and, where relevant, the results of qualitative analyses;
  • the Monitoring Committee shall examine all issues that affect the performance of the programme, including the conclusions of the performance reviews;
  • the Monitoring Committee is consulted and, if it considers it to be appropriate, gives an opinion on any amendment of the programme proposed by the managing authority;
  • the Monitoring Committee may make observations to the managing authority regarding implementation and evaluation of the programme including actions related to the reduction of the administrative burden on beneficiaries; the Monitoring Committee monitors actions taken as a result of its observations;
  • the Monitoring Committee is consulted and approves, within six months of the decision approving the programme, the selection criteria for the financed operations; the selection criteria shall be revised in accordance with programming needs;
  • the Monitoring Committee examines the activities and outputs related to the evaluation plan of the programme;
  • the Monitoring Committee examines actions in the programme relating to the fulfilment of specific ex-ante conditions;
  • the Monitoring Committee examines and approves the annual implementation reports before they are sent to the European Commission;
  • the Monitoring Committee examines actions to promote equality between men and women, equal opportunities, and non-discrimination, including accessibility for disabled persons.

The members of the Monitoring Committee will be representatives of state authorities responsible for the implementation of the common fisheries policy, the integrated maritime policy, environmental protection and climate changes, and the cohesion policy, the national coordinator for data collection, fisheries inspection representatives, representatives of public agencies and institutes in the fields of fisheries, environmental protection and data collection, representatives of scientific, research and expert bodies in the fields of fisheries and environmental protection, economic and social partners, representatives of local communities and non-governmental organizations for environmental protection and consumer protection. All members must respect the objectives of the Committee and the partnership principle.
