Implementation of community-led local development, including current costs and animation

Name of measure: Implementation of CLLD strategies (including running costs and animation)

Legal basis: Article 62(1)(b) and (d) of Regulation (EU) No 508/2014 and Article 35 of Regulation (EU) No 1303/2013

Measure summary:

1. Support for the implementation of operations within CLLD strategies:

The aim of the measure "Support for the implementation of operations within the CLLD strategy" is co-financing of costs incurred in the implementation of operations of FLAGs or local players, whose results contribute to the achievement of objectives defined in the CLLD strategy, which include:

  • adding value, creating jobs, involving young people, and promoting innovation at all stages of the fisheries and aquaculture supply chain;
  • supporting diversification inside and outside commercial fisheries, lifelong learning, and job creation in fisheries areas and aquaculture sites;
  • enhancing and capitalising on the environmental assets of the fisheries areas and aquaculture sites, including operations to mitigate climate change;
  • promoting social well-being and cultural heritage in fisheries areas and aquaculture sites, including fishing, aquaculture and maritime cultural heritage;
  • strengthening the role of fisheries communities in local development and the governance of local fisheries resources and maritime activities.

2. Support for running and animation costs:

The support from the measure "Support for running and animation costs" is intended for the co-financing of costs arising from the management and operation of the FLAG, including monitoring and evaluation of the local development strategy, animation of the FLAG's area and support to potential beneficiaries to develop project ideas and prepare operations.

Pursuant to Article 35 of Regulation 1303/2013/EU the support covers running costs linked to the management of the implementation of the community-led local development strategy consisting of operating costs, personnel costs, training cost, costs linked to public relations, financial costs as well as the costs linked to monitoring and evaluation of that strategy as referred to in point (g) of Article 34(3) of this Regulation;

Beneficiaries:

1. Support for implementation of operations within the CLLD strategy: Beneficiaries are FLAGs as well as natural and legal persons.

2. Support for running and animation costs: Beneficiaries of support are FLAGs.

Intensity of public aid:

1. Support for implementation of operations within the community-led local development strategy:

The level of aid intensity for a specific operation is set by the Fisheries Local Action Group (FLAG) up to the upper limit laid down in the financial provisions of the Fund:

- the maximum intensity of public aid is 50 percent of the total eligible expenditure of the operation. The FLAG may apply The public aid intensity of between 50 percent and 100 percent of the total eligible expenditure if the operation grants public access to its outcomes and meets one of the following conditions:

  • is in the public interest;
  • has a joint beneficiary;
  • has innovative characteristics at the local level.

2. Support for running and animation costs:

The intensity rate of public aid covered from the main Fund is up to 100 percent of eligible costs. The FLAG may set a lower aid intensity level in its payment application.
